New £7,000 Damp and Mould Fines for Landlords

From 22 June 2026, local authorities will possess stronger enforcement powers, including the authority to impose damp and mould fines for landlords of up to £7,000 for serious hazards identified in privately rented properties. Issues like damp and mould are among the concerns that may lead to these fines if appropriate steps are not taken to investigate and address tenants' complaints.

Recent government announcements aim to enhance housing standards within the private rented sector and provide greater protection for tenants. While the regulations focus primarily on landlord and property management responsibilities, the overarching message is pertinent to landlords, tenants, property buyers, and homeowners alike: damp and mould issues must not be overlooked. These legislative changes highlight the significance of identifying and resolving moisture-related problems before they escalate.

Damp and mould often signify an underlying issue rather than being the problem itself. Damp can be caused by various factors, including condensation, inadequate ventilation, plumbing leaks, penetrating damp, defective rainwater goods, and building defects. Thus, applying mould treatments or performing remedial works without identifying the source of the moisture may fail to tackle the root problem, resulting in recurring issues.

In many situations, obtaining an accurate diagnosis is the most crucial step. Understanding how and why moisture accumulates within a property allows for appropriate decisions regarding maintenance, repairs, and any necessary remedial actions. Without a clear understanding of the cause, there's a risk of wasting time and resources addressing only the symptoms instead of the underlying issue.

For landlords, addressing damp and mould complaints will be essential, especially with local authorities now equipped with greater powers, including the ability to enforce financial penalties. Early investigation and appropriate action may demonstrate that tenant concerns are taken seriously and assessed professionally.

At Surveying Damp Limited, we offer independent damp surveys across Wiltshire, Dorset, Hampshire, and surrounding areas. Our surveys aim to identify the likely causes of damp, condensation, and mould issues through thorough inspection and evidence-based assessments. As an independent surveying practice, our priority is to understand the condition of the property and provide clear, impartial advice rather than suggesting quick fixes or remedial products.

Each property is unique, and there is rarely a one-size-fits-all solution to damp problems. A professional assessment helps determine whether issues are related to condensation, maintenance defects, building design, ventilation, plumbing leaks, or other moisture sources, facilitating informed decisions on follow-up actions.
